IOEMS proposes a ten-state programme designed to prepare qualified unemployed youth for learning-facilitation roles while expanding students’ exposure to practical and vocational education
India’s employment conversation increasingly revolves around a crucial question: how can educational qualifications be converted into practical experience?
Many young people complete school, earn diplomas and acquire technical knowledge, yet remain outside the workforce because they lack an opportunity to demonstrate their abilities. Meanwhile, students need greater exposure to the technologies, trades and professional skills shaping the modern economy.
Indian Outsourcing Employment Management Services (IOEMS) is proposing a programme that seeks to address both needs through a single platform.
Its planned Engagement of Skill Education Volunteers-cum-Learning Facilitators Programme aims to train eligible unemployed youth and prepare them to support practical learning in participating CBSE-affiliated schools across ten states.
A Model Built Around Practical Participation
IOEMS works as an employment-information and application-facilitation platform. Its initiatives are intended to prepare candidates for project-related responsibilities through structured training and practical orientation.
The organization has previously highlighted the Annadata Farmers Registration Card Programme, under which young candidates may be trained to perform Block Coordinator responsibilities.
Their proposed duties include supporting farmer-registration activities, coordinating local awareness programmes, assisting with field communication and helping agricultural communities access relevant project information.
For participating youth, the programme may provide valuable experience in documentation, digital operations, community engagement and field coordination.
IOEMS has also promoted training for candidates interested in digital ticket-booking and customer-support services. Participants may be introduced to booking procedures, responsible platform usage, customer assistance, record maintenance and professional conduct.
Any railway-ticketing authorization or appointment must be issued through an appropriately authorized service provider. Completion of training alone does not confer railway or IRCTC authorization.
A New Direction: Employment through Education
The proposed school skill-education initiative represents the next stage of IOEMS’s youth-development strategy.
Candidates possessing qualifications in relevant technical, vocational or professional subjects may receive orientation in classroom communication, activity-based teaching, student mentoring, project supervision and safety procedures.
After successful training, assessment and document verification, suitable candidates may be considered for engagement as Skill Education Volunteers-cum-Learning Facilitators.
Their proposed responsibilities may include:
Conducting demonstrations and practical learning sessions;
Guiding individual and group projects;
Organizing workshops and career-awareness activities;
Supporting laboratory and technology-based learning;
Encouraging creativity, teamwork and problem-solving; and
Helping students understand how different skills relate to employment and entrepreneurship.
Any engagement will remain subject to confirmed school requirements, available positions and written authorization from the responsible engaging organization.
Ten States Identified for Proposed Implementation
The programme is proposed for implementation across:
Punjab, Madhya Pradesh, Chhattisgarh, Odisha, Telangana, Andhra Pradesh, Tamil Nadu, West Bengal, Bihar and Uttar Pradesh.
The scale and schedule of implementation may vary from state to state. Participating schools, subject requirements and vacancies should be treated as confirmed only after the publication of a formal state-wise notification.
The term “CBSE-affiliated schools” refers to the affiliation status of participating institutions. It does not imply recruitment, appointment or employment guaranteed by CBSE.
Education Designed for the Real World
The proposed facilitators would support students from Classes VI to XII in developing practical, creative, technical and employment-oriented abilities.
Depending on school requirements and candidate qualifications, subjects may include:
Artificial Intelligence, Information Technology, Coding and Data Science;
Digital Marketing, Mass Media, Multimedia and Photography;
Financial Literacy, Banking, Insurance, Accounting and Taxation;
Agriculture, Food Production, Cooking and Baking;
Healthcare and Medical Laboratory Technology;
Retail Business, Store Operations, Marketing and Sales;
Travel and Tourism and Front Office Operations;
Electronics, Hardware, Web Applications and Web Development;
Beauty and Wellness, Handicrafts, Pottery and Embroidery; and
Automotive Service, Security, Refrigeration, Air-Conditioning and other vocational trades.
Such exposure can help students understand that learning is not limited to textbooks and examinations. A classroom activity involving coding, agriculture, healthcare, design or financial literacy may introduce a student to an entirely new educational or career pathway.
At the same time, young facilitators may gain experience in communication, leadership, teaching and classroom management—abilities that can strengthen their future employment prospects.

Minimum Eligibility
An applicant for any skill subject must possess both of the following:
Passed Higher Secondary or Class 12 from a recognized board; and
Possess a diploma in the relevant subject, skill or trade from a government-recognized board, institution or university.
Applicants with a relevant degree, advanced diploma, professional certification, industry experience or previous teaching and training experience may receive preference according to the needs of the participating school and engaging organization.
Meeting the minimum eligibility criteria will not guarantee selection. Final engagement may require successful document scrutiny, assessment or interview, completion of prescribed training and institutional approval.
Creating Value on Both Sides of the Classroom
The programme is based on a simple but powerful idea: when a qualified young person helps a student acquire a practical skill, both individuals move forward.
The student gains knowledge, confidence and awareness of future possibilities. The facilitator gains experience, professional exposure and an opportunity to contribute meaningfully to society.
If implemented through transparent procedures and verified institutional participation, the initiative could provide a constructive link between youth employability and skill-based school education.
It may also encourage young professionals to view teaching and mentoring as valuable forms of service, leadership and career development.
